We cannot download any of your tar files? (from: http://pear.php.net/package/Mail/download)
Every one we download (any version) we get it downloaded just fine, but when we go to open it, WinZip errors out with the following: "Error reading header after processing 0 entries"

I don't know if winzip opens tgz files, but it works with any unix tool
I have.
