Since yesterday till today I have problems connecting to pear.php.net.
Though yesterday I could download pear libs. But today the site is
completely unreacheable.

Our monitoring does not indicate a connectivity problem or an outage.
Thus the problem seems to be (as suggested by Greg) on your side.
