Clearly an SEO ploy. If you click on some of those you will see URLs to
various sites. You should probably fix the pear code to not put
clickable links up, or perhaps mark them nofollow. That would
discourage this sort of stuff.

Yeah, we noticed that couple of days ago, we'll probably go with nofollow +
only show pear/pecl.dev accounts in accounts.php as well as add some SURBL
checks for the homepage urls

It should at least discourage it and hopefully search engines won't pick up
those accounts if they are not shown on accounts.php
