account request is broken

Hi guys,

Someone committed code that broke account requests over the summer.
Could whoever did this figure out which commit did it, revert it, and
re-release? I will be taking a look on Sunday, and if it isn't fixed,
will pull the latest release and downgrade pearweb to a working version.

And are you sure this isn't just a server issue ?
Can't say that many of the pepr emails are getting out at times ... Could be
a some problem there but I shall look I suppose if I find the time.
