Filtering PEAR Account requests in pecl.

Hi,

Can you please purge the PEAR account requests from pecl and fix the
pear account script if required?

There is dozen of requests showing up in pecl.php.net and it seems
that they have been opened on pear.php.net.

IIRC then we'd have to fix up peclweb and I've been told it's no longer ours
to fix.
I don't have the code in front of me but afaik there is no DB field that
sets from which page the user was created, so well ... Someone has to create
that if I'm not wrong on this point, please fill out a feature request for
pearweb.
