pearweb release needed / developer contact captcha did not work

Hello,


pearweb desperately needs a new release; the last one broke the
contact captcha resulting in the problem that normal users (not logged
in) cannot contact developers anymore.

I fixed this and ask the leads to release 1.16.3.
